Manuals: When you launch this tool you get a pop-up that ask you to choose a .Sims3Pack file to open. Then you can inspect the file contents. If you want open another file, just go to File→Open. If you want extract a resource, such as an image, select it from the left menu and just click the button on the bottom, Export. You can only view and export content, not edit them.
